Bill, as he was known to his friends and family, passed away peacefully on August 15, 2015 with family by his side.

Bill was born on February 19, 1933 in Winnipeg, Manitoba. At the age of 18, Bill joined the RCMP where he enjoyed an honourable 25 year career serving a number of communities in the Northwest Territories and Alberta. Bill was presented with the Commissioner’s Commendation for Bravery in 1968 and retired from the RCMP in 1976 as the Staff Sergeant for the Cochrane Detachment. Bill then went on to become the Chief of Security for Calgary’s Court of Queen’s Bench retiring in 1993.

Bill will be remembered as a gentle and caring person with a great sense of humour. His favourite past times included sports, music, animals, card games, gardening and spending time with his family and friends.

Bill was a volunteer for many service clubs over the years, a dedicated member of the Cochrane Legion Branch #15, and a member of St. Andrew’s United Church in Cochrane.

Bill is survived by his loving wife of 58 years Leona Biggar; daughters Brenda Dennis (Jim Dennis) and Kerrie Meunier; grandchildren Mike Dennis (Kathleen Dennis), Charlotte Dennis, Jessica Lemmon and Sarah Lemmon; great grandson Lucas Dennis; his sister Mary Tufts (Ivan Tufts); and many other loving relatives.

Bill is predeceased by his parents Reginald and Jean Biggar, brother Ron Biggar and daughter Cindy Biggar.

A celebration of Bill’s life will be held at St. Andrews United Church at 2:30 PM on September 13, 2015 in Cochrane, Alberta. In lieu of flowers, Bill’s family would appreciate donations to the Cochrane Bethany Care Centre, 302 Quigley Drive, Cochrane, T4C 1X9, to recognize the outstanding and compassionate care Bill received in his final years.

Leona and family, we are so sorry for your loss. It has been a very long time since we have seen you but memories from our days in Fort Macleod are still vivid. Bill was such a great guy – even loaning me his Packard one evening. Then there were the good times in the “snake pit” and being invited into your home at Christmas. Wonderful memories. Thanks Bill!

Dear Leona, Brenda, Jim, Kerrie and families,
We were so sorry to hear about Bill passing away. He was such a wonderful, funny and kind man. We have many fond memories of spending time with your family especially our summer camping outings. Recently Mom and I shared a laugh remembering funny stories from the past but we also shared a tear over the loss of Bill. He was such a respected and loved member of the Cochrane Community; he will be missed by so many. Please know our thoughts are with you during this sad and difficult time.
Love Shirley Helmig, Julie and Joe Hofer

Dear Biggar family, my condolences to you all at this time. I met Bill briefly while a bunch of us Cochrane High School kids was visiting Brenda at your home. I knew Bill was an RCMP member and that meant instant respect. Hence the reason for my note today. In May I retired from the Calgary Police Service after 25 years. I know the sacrifices you as family have made for Bills career. My thoughts and prayers are with you all.

    Sid Procee and family.
